This is almost certainly an allergy to sand flea bites called 'papular urticaria'. You can look up 'Papular urticaria' on Google and you will see examples of the rash. Treatment is very difficult but children always grow out of this skin rash by the time they are about 6 or 7 years old. Apply Calamine lotion to the bites and the skin rash and give your little daughter Thiamine tablets [Vitamin B1] 25mg daily for 3 months. Speak to your pharmacist about the Thiamine tablets. You can crush half a Thiamine 50mg tablet onto her food once daily for 3 months. After about 3 months on Thiamine you will fiind that the sand fleas no longer bite her.
