What can I give the older one to gain weight but not expensive. He is eating everything I am giving him but not gaining.

This is what he would eat

Breakfast weetbix 3 with milk and a glass of milk

at school 2 slices of bread with ham and cheese, apple juice,
mini cheddars, yogurt, banana, cheese wedge

at aftercare 2 mini chocolates, packet of chips, 3-4 sweeties, oros

dinner 4 halfed potatoes, 4 tablespoons rice, a loin chop, 4 spoons carrots and another glass of milk

The average weight for a 9 year old boy is 28kg, so your 9 year old son is just slightly below this average weight. The average weight for a boy of 7 years is 23kg, so your 7 year old's weight appears to be very far above average.
I am happy with your son's diet with the exception of the snacks at the after care all of which, including the liquids appears to be most unhealthy. You need to speak to them and ensure that they give the children healthy snacks while they are there in the afternoon.

Whether he is underweight or not depends on his height.

Is your 7 year old very tall or just about to turn 8?

My 9 year old is fairly tall and weighs 30kg. His friends all seem to weigh between about 25 and 32kig - the shorter ones weigh less and the taller ones more.
