Q.

Hydrocephalus

there is a woman in my country (Namibia) with a 9 month child that is suffering from Hydrocephalus. She turned away from the hospital and told to go home and wait for the child to die. Is there anything that can be done for severe Hydrocephalus

It depends how far the hydrocephalus has progressed and if there is already damage to the brain of your friend's baby. It would be really worthwhile requesting that this baby be referred to the Red Cross Children's Hospital in Cape Town for an opinion as to whether an operation is still possible to save this child.
