Headache, fever and watery eyes

My son is 3 years 10 months, complained of a bad headache for the past 5 hours, has a temp of 38 and his eyes are watery. Is it normal for a child his age to have headaches and what could be the cause?

It is not at all normal for your son of 3 years to have a headache, especially when he also has a fever. He may just have a cold, but I can't be sure without being able to examone him.These symptoms may also be due to meningitis especially a viral meningitis. Please ask your doctor to see your son ASAP.
