I have a four year old son who is the smallest one in is preschool class, most are 3.5kilg to 4.5 kilo bigger, is this normal.

There will always be some children who are smaller than average.This is usually but not always due to genetic reasons and is an inherited tendency. The normal weight and height range in the population is for about 10% of children to be taller than average and about 10% to be smaller then average. If your family are not usually on the short side then you should have your son seen by a doctor to be sure that he is well.
