Cough

I would like to know at what point I need to be concerned about a cough. My 2 and a 1/2 year old has had a cough for some months now and I don''t know if it is just a winter or season thing or if I need to be concerned. The cough is not all day. Just a few coughing fits in the morning and evenings and sometimes when he is running about. The cough sounds dry like and not phlegmy. Every time I take him to the doctor his chest is always clear of infection. There is no sign that he is sick in any other way just the odd coughing fit. Could it be his way of clearing his throat?
