About a week ago he had an infection and the Dr diagnosed it as phomosis, will this reoccur and if so would he eventually need to be circumsised?

Phymosis is not an infection but an physical condition where the opening of the foreskin is too narrow to allow the foreskin to fully retract over the glans.
This is probably just an infection caused by retracting the foreskin whilst cleaning.
No circumcision should be done unless your son''s life and health are in danger.
Find a Doctor who know what he is talking about and never retract the foreskin for any reason as this can lead to infection and damage.
