blind baby

How old is a baby before it starts to focus on it''s mother? My sister in law''s baby is now 11 weeks old and a (government hospital) doctor says he thinks the baby is blind. This is the same doctor who told her that her 1st child would never have teeth so I''m sceptical to say the least! She lives in Klerksdorp so I don''t know where else she could turn to for a 2nd opinion
