This condition known as shin splints is usually caused by athletic activity. It seems to be quite different with your daughter as it has gone on for a long time. Occasionally a stress fracture of the tibia is the cause but that seems to have been ruled out. Other causes include flat feet and wearing shoes with insufficient arch supports. It is such a significant problem for your daughter that I would suggest that she see a orthopaedic specialist, preferably one who regularly treats children.
