4year old speech

My 4yr old daughters is in a Afrikaans-English playschool but we speak english at home. At 3 yrs her English seemed on par with her friends but in the past year it seems to just have stopped developing.She is still making the same mistakes of a year ago.We correct her but it never seems to stick.She seems to have a problem with her R''s &  L''s and says " Ling"  instead of " ring" . When we correct her she is able to say it correctly so Im not sure if its just laziness.On the other hand her Afrikaans speech has improved dramatically over the past 8months.I would like to know at what age on should address speech problems.I would also like to know who I should take her to to have her assesed- speech therapist? Ocupational therapist?
