Shoulder pain

I have had shoulder pain for a long time now. Had 2 surgeries, but the pain still feels as bad, sometimes worse than before the first surgery. I have had a total of 7 steroid injections into the shoulder joint, and am now on permanent pain relief. I cannot put my arm behind my back, if I do it burns like fire, sends a shooting hot sensation down my arm and feels like something is tearing. When the first arthroscopy was done it showed a very inflamed joint and a torn muscle which was not repaired. I am being treated for frozen shoulder, but when looking at the "phases" I should be in the phase of more relief, I have a lot of the symptoms, but am not sure if this is it. The first surgery was a long procedure and the second a mua, which seems extreme treatment for just a frozen shoulder. Physio is painfull and not providing much relief. Any suggestions
