It sounds like it is possible that your fiance might have a hearing loss. Remember, one can have different degrees of hearing loss and also different types. If one for example have a high pitch hearing loss only, one would be able to hear reasonably well in one-on-one conversations but you would struggle with television and in noisy environments like restaurants or at parties. Clarity rather than volume would be the problem.
I would advise that he sees an Adudiologist for a full hearing evaluation. Then we can know what we are dealing with.
