Dear John
Diabetes is not a cause of facial swelling. There are causes of diabetes that can cause face swelling, like cushing’s disease, which is from excess cortisol, but this is an unusual condition. If your diabetes has damaged your kidneys, then patients with kidney failure may also get facial swelling. If you have hypertension, then one of the tablets(class of drug called ACE inhibitors) could be causing it. If not on any hypertension treatment, then would suggest seeing your doctor that treats you for HIV. I would also suggest doing a thyroid test.
