Diabetic and HIV testing

I will be grate full to you if you help me to sort out my doubts. After 2 years I have done 4th generation elisa testing for HIV after 2 years of Protected sexual exposure and result is non reactive (Both p24 & Antibodies Negative). Last month i have done western blot and got negative with 0 bands. 1.(I have read in Internet ) If my body fails to produce the antibody against HIV after 2 years of sexual exposure, p24 antigen will be high. Is this true? (in elisa and WB P24 antigen is negative for me so can i consider i am free from HIV) 2. I have Poor controlled Diabetics HBa1c 11.5 %and it will affect my HIV testing (Elisa 4th & WB) Thank you in advance for you service to Humanity.
