Vasectomy

My husband and i have decided that he will have a vasectomy after our third child is born (I am currently pregnant). Who should he go to for this? To my gynae or to a GP, or must he see a urologist?
Also, when is the appropriate time for him to have it done? After our baby is born - or should we do it now?
