It's certainly exercise, but in terms of a comparison with other forms of exercise, like swimming and running or cycling, it's very low intensity and impact and therefore, depending on your goals from training, maybe not the ideal form of training to be doing. That obviously depends on your goals and where you are at, fitness wise, but I'd say that if you can, increasing the intensity would be a good idea. You might try swimming, aqua aerobics etc, rather than simply treading water.
