sore hips with menstruation

My daughter is 17years old and weigh 48kg and not sexually active, but yet every month she suffers with suvere menstruation hip pains. we''ve tried al sorts of pain killes and anti flamitory medication and still the same. she lives on medication until menstruation is over. and sleep with heat bean bags to try and help. please can we have some help. she is not on birth control pills. the hipps stay painfull the whole duration of her menstruation. please can we have advise? regards
