Skin disease

My brother-in-law worked in Africa and Europe as an executive and developed a painful skin disease a few years ago. His skin has many brown spots on which started on his right arm and has spread all over his whole body with a few on his face. The spots " break open"  which are painful. They seem to form and change within a week and don''t seem to leave permanent marks behind. The medical advice he seeked found him " healthy" . Could this be parasitic?

It is possible that these lesions are caused by a parasitic or bacterial infection. It is imperative for him to consult a dermatologist to have the necessary test done, in order to make a diagnosis and to receive treatment.
