More effective for what? Weight loss? Running is, in terms of calories burned per minute, but it depends how fast you walk compared to run. There's a point where it becomes easier to run, so as you walk faster and faster, eventually you get to the point where it is easier to run, and at that moment, the energy you use is probably about equal. If you then continue to walk faster than this, then walking might burn more calories, but it's not really sustainable.
SO then running becomes more effective, at least when you count the calories burned per minute.
But this is all rather theoretical. What really matters is that you do it. It doesn't matter much whether you run or walk, provided you accumulate the time. You're looking at 45 min, on average, and if you can't run that long, then you walk. Because ultimately, it's all about doing it, no matter what you are doing.
