RESTLESS LEGS

80 year old sister haveing restless legs at night time.
Does have a heart condition.
She spends most of her days in bed or sitting up in a chair.
Does not walk a lot any more.
She is currently in the sickbay in an retirement village.
When the problem occurs at night they usually give her 2 Panados, which does not always help.
Any suggestions. We also rub her legs with Arnica Gel.
Please help.
