Puppy eating patterns

My family got two new puppies, one jack russel that eats like a vacuum cleaner. We have to take all the dogs food away because she will eat everything. The other dutchhound cross don' t really eat anything, she seem to be fine in energy but sleeps a lot more then the jack russel. We did notice a mark around her paw , might have been a rope were the previous owner kept her on? Should we just have patients with her and let her discover food or do we need to take her to the vet? We do add water on her food to see if it will help, we were told she is about 7 weeks.
