Public hospitals and hip surgery

Hi, my gran feel recently and broke her hip. She''s 85 and cannot afford medical aid (unkown to me). She''s now waiting at a public hospital for surgery. Is there anyway I can negotiate with a private hospital for a discount on the surgery, etc. If so how do i go about doing it? The family is about 30% short of the total cost.
