If the person does something criminal, of course, they could be arrested, and MIGHT be sent for assessment and diagnosis, but even then that would be unlikely. Its not an offense to be a psychopath / to have an antisocial personality disorder - its what we DO that may have legal consequences, not what we are.
If you're diabetic, that has real problems for you. If you are antisocial / psychopathic, its usually other people who experience problems from the way you are.
Of course if the individual you are thinking of himself feels worried or experiences problems from whatever aspects of himself lead you to consider him psychopathic, he could be encouraged to seek assessment and advice himself. But it\s up to him.
