precum or pre-ejaculate is secreted from the Cowper's glands before the actual ejaculation. The pre-jaculate still contains millions of sperm and hence the 'pull-out' method of removing the penis from the vagina before ejaculation is not a suitable method for birth-control. Pre-ejaculate is used as lubricant for the penis.

There is not much difference as both have sperm which can lead to pregnancy.
