PHLEGM at back of vocal cords

WHAT COULD BE THE CAUSE OF PHLEGM AT THE BACK OF MY VOCAL CORDS RESULTING IN LOSS OF VOICE AND PERSISTENT COUGHING?

What could be the cause of my continuous coughing and what can be recommended. My chest is clear and there are no pains, it' s just the phlegm and it sits on my throat.
