Persistant urethra infection

A friend of mine has had persistant inflammation in his urethra on and off for almost a year.He has had numerous courses of antibiotics(which help for a short time only),blood tests,and even a scope under the care of a urologist- all they can see is inflammation.This last set of antibiotics just hasnt worked and he is getting desperate with the constant burning and frequency of urination.Do you have any ideas what could be causing this or what he could try next?He is also a very anxious person who suffers panic attacks - could this somehow be part of the problem?He is also uncircumcised- can this be of any relevance?Thank you!
