Pension fund

Hi, My friend resigned from teaching 16 years ago after teaching for 31 years. She worked for the Natal Education Department. When she resigned she received only her contribution towards her pension fund +/- R30000 at that time. The State didn' t give her their contribution towards the pension fund because they said she didn' t retire so she wasn' t entitled to their contribution. Is this correct? She doesn' t receive a state pension and is finding it difficult to make ends meet. What can she do to rectify this?
