what is the point of having a pap smear done 35 years after a histerectomy

Unless the hysterctomy was done for cancer, it is not necessary for pap smears after a total hysterectomy.

My Mother-In-Law has a tumor 7x8cm in her cervix. She had a pap smear done 6 year ago. Why was the tumor not detected?
