Pancrease not functioning

Hi,
My brother has sugar diabetes. he is not at a bad stage at the moment, he eats healthy/accordingly, he gyms and even runs races. He looses weight everywhere else but the tummy. his tummy is hard and stays the same no matter what he does. His doctor told him that it is because his Pancrease is not working properly.
is there anything that he can take or do to help this tummy to look normal again?

some people are more prone to store fat in the abdominal area and the only way to get rid of it is to diet. However this is normally not hard. If his tummy feels hard he may have fluid in the tummy or an enlarged liver due to a kidney or heart problem (unlikely if he runs races) Maybe he should just ask the doctor to check his kidney function too.
