one testis bigger than other

Is it normal for a 5 year old boy when the one testis is bigger than the other. No pain involved, no swelling or redness. Only noticed by mother now for the first time. The left one is normal sized, the right one a third of the size of the left one?? If not normal what could be the cause of it and should she seek professional assistance??

If the one is really a lot smaller than the other one there may be a problem and I think she should take him to a pediatrician to exclude undescended testis, which causes a higher risk of testis cancer.
