My dogs doesn't want to walk

HI there!!

I read the article on tips how to walk your dog, and it all makes sense. Except that my dogs don''t seem to want to walk. So taking the leash off when they don''t want to listen will be a reward and not punishment. I have 4 miniature dachshunds and a labbie (labbie is about 18 months, dachshunds are between 4 &  8 years). The oldest dachshunds is used to walking but the other 3 dogs simply refuse! I''m sort of managing with my dachshund that weighs 4kg''s, but the other one weighs about 12kg''s and if he decides he''s not going anywhere, he''s steadfast like a rock and refuses to move. pulling the leash will cause him to choke. I know they will love walking once they are outside, but I can''t risk it yet. The labbie chews on her harness. An expert told me to use a halti instead, will this be the best option? (it seems a bit cruel) I also want to mention that we''ve tried to walk them from a very early age but just kept on giving up as it seems like they simply don''t want to. I know the labbie (especially) will benefit a lot from the exercise. any help is greatly appreciated!!
