mother smoking while breastfeeding?

My sister-in-law is going for a c-section next week and she doesn' t want to breastfeed?? not sure why...
She says it' s because she smokes and the smoke will go through the breastmilk. Is this true?
Is it better for a baby to get the smokey-breastmilk or better not to?
Please advise...

The smoke will reach the baby if there is smoking going on in the household. This will have more effect than what it gets from breastmilk.
