is it possible for someone in the medical field e.g. a psychologist to be able to (via his medical status/job) pull reports on anyone he/she wishes, i.e. someone who is not a patient of his in pshychology for example?

Pls do reply i know its not health issue. is there a REMOTE possibility of this being possible?

It is possible if the doctor concerned knows where the spesific file is that he is looking for. Having interest in a patient whom is not consulted by him/her (not his/her patient) or has not been referred to him/her by another doctor, is unethical. There is however, no general country wide data base for patients.
