there are a number of illnesses that can manifest in itching: 1) if the itching also concerns the internal parts of the penis ie: urethral itching and irritation can certainly be a sign of urethritis. Diseases like gonorrhea or chlamydia would be the first thing to test for. I would also test for HIV and syphillis (syphilis). The first two diseases can be tested via a urethral swab. The last two tested through the blood. If the symptoms don't improve after a course of antibiotics, a urology referral for further evaluation is suggested.
2) it may also be an allergic reaction.

in both cases, diagnosis and treatment can only be made after a doctor's consultation.
