is this possible

a 26 year old male alcoholic and highly likely taking drugs as well, has sex for three hours but cannot ejaculate

This is too little information to comment on really. It sounds like there are two problems: the substance abuse/dependence (which most certainly can impact negatively on sexual function) and inability to ejaculate...this could be seperate (there is a condition called male orgasmic disorder where some men cannot ejaculate intravaginally) but it could also be linked to the substances. Deal with the substances first and sexual issue after.

This is very sad, especially for the woman who allows a alcoholic, drug taking male to have sex with her for 3 hours!!! And no, I dont think its possible to ejaculate after 3 hours, especially If its taken that long!!! Nothing is going to happen!!
