implusiveness, lack of self control

are there any mental illnesses that have implusiveness
and lack of self control as symptoms?

if a person cannot stop abusing themselves with drugs/alcohol
or meaningless sex and are very impulsive and do things without
thinking all the time... is this just a case of the worse side
of human nature or is it a disorder?

Yes and no. Impulsiveness can be seen as a feature of a number of mental disorders, and can respond to proper treatment ; it can also be a feature of some personality disorders ( disorders of who and what we are, rather than something that changes us ) and then can be more difficult to treat, but still posible --- IF the person concerned actually sincerely wants to change. What one needs is to see a ood local shrink for a proper assessment off the natuure of the problem, and of what would be helpful in bringing such behaviour back under control
