Hip Replacement re-done?

My Mom had a hip replacement done about 10 years ago but has been wheelchair bound ever since. Is it true that hip replacements need to be redone every 10 yrs or so due to wear and tear, so to speak, and if so, what about people in wheelchairs with very limited or no walking?
