Hi J, this is often a difficult behaviour to change as the dog is rewarded every single time it goes out by way of interesting new smells etc.without not having a full background, i can only guess at the reasons this may be occuring:-
a. The dog does not get enough mental and physical stimulation. Start getting the dog out for regular walks and supply stimulation by way of really nice chewy toys that the dog can occupy itself with. Spice these with some biltong etc jammed in the gaps and vary them on a daily basis. The dog could simply be bored and has found a new way to entertain itself.
b. If this only happens when you are out, there could be a degree of seperation anxiety present. If this is the case, please do seek help from a professional as soon as possible to help you with this.
c. The Beagle is a scent hound and it is extremely important for them to actually scent. Engage is some scent exercises to keep her stimulated and even teach her to search for treats hidden around the garden when you are out.
d. If she has not been sterilized, she could well be off looking for a mate to perform her natural inclinations - reproduce.
e. Use management to raise your wall so she cant jump over and place obsticles at the base of same so that she cant access the wall to jump. In very extreme cases, and i do mean extreme - where it could save a dogs life and all other alternatives have been tried - there are companies that manufacture a dog electric fence just for this reason. A wire is place along the ground a bit away from the fence where the dog has to pass in order to jump. The dog wears a special collar and as it touches the wire receives a shock. Like i said not something i am in favour of at all unless all other methods have been tried.
I would further ensure that the dog is microchipped in the even she gets lost and is always up to date with deworming and vacs.
