Diabetic foot /blister septic

Big black spreading blister under foot seeped liquid out- advised to cut skin away by medical sister to help healing after went flat .Put on Meladarm still got septecemia. Was this correct advice?

If a blister is broken, it will most of the time get infection in it - even so if someone is diabetic. The ideal is not to open blisters but if this one was seeping out fluid, then it was probably open already.
