Cleft and mental disorder

Not sure which expert to post my question to, maybe u can guide me.My sister just had a baby with a cleft lip. My sister has a mental problem, her brain is smaller than normal, she is a bit slow, and had to go to a special school,but if u speak to her she is a normal person. I am not sure what her condition is called medically but the doc said that her brain is smaller than normal. I would like to know if it is possible that the cleft could be linked to her mental disorder or is it just something that occurred randomly. We dont have any history of cleft lip in our family or in my sisters husbands family.Could this cleft lip be linked to god forbid a mental problem with the baby or am i reading too much.
