Cat pulls ts fur out on its back

our cat has pulled its fur out on its back &  part of its tail. It seems to do this when it is worried or feels it is being ignored. Is there any way to treat this or is it a mental condition (Psychosis)?

I' d be checking for fleas, personally. Is the skin under the fur healthy looking? If not, a visit to the vet is called for.
