Carbon Monoxide poisoning

If there are no exhaust fans in three basement parking levels in a bulding ( shopping centre), and no proper air-conditioning system in the offices above that (only a ducted system), would that cause staff to have daily headaches, lethargy, etc? There are also no windows in the offices to open for fresh air.
And who could be contacted to conduct tests? This is a company based in Durban.
