brain tumour

my mom had brain tumour about 9 years ago but it was treated through surgery and radiation. She recently complained about intense headaches and impaired vision. She went to the doctor and was diagnosed with diabetes. She was then admitted to hospital because she had a seizure and has since been diagnosed with epilepsy,hypertension and diabetes. She is still experiencing impaired vision especially in her left eye and has intense headaches. Could all this be caused by a new brain tumour forming?
