Blood Pressure

What difference between the systolic and diastolic reading can be considered " normal" ? For example, can a reading of 131/69 be considered normal or should the person consult a doctor?

The systolic reading should be between 110 and 130 and the diastolic reading between 50 and 80. The reading mentioned is thus normal and the person does not have to consult a doctor.
