Baby doesn''t grow

My aunt who is 46 years just gave birth to a very tiny baby, birth weight was 2.2 kg and it was a full term pregnacy. The baby is now three months old and still ways 2.4 kg, he is still not moving or making baby sounds. Can you please tell me what kind of sickness is this? and what can we do to make changes.
