Antibiotics over the counter

Hello,

I have a deaf ear, and I think the cause might be because of fluid build-up behind my middle-ear. Are Pharmacist' s allowed to give Antibioticts over the counter to clear this up? What would you reccommend and how much does it cost? Please assist, I just need some additional info before I go see a GP or ENT.
