Accurate blood pressure reading

Can a doctor get an accurate blood pressure reading if the reading is taken over a piece of clothing, for example if the patient is wearing a long sleeved jersey?

It is preferable to take blood pressure with the blood pressure cuff on naked skin without the interference of clothing.
