Can a quantitative blood test give negative results if it's to early?

Had something like implantation bleeding that ended on the 31st july....did a quantative blood test on the 12th august and results show <1.20 hcg.scan also showed nothing. Is it possible that its to early to get the correct results?

Pregnancy tests can be negative if done too early, but 12 says after your period shouldn't be too early to test.
