The only thing wrong is a lack of routine. At this age it is very important that she should have a regular, predictable evening routine. At a specific time she should be fed, bathed etc. Do not suddenly tell her its bed time - give her a warning. If she is playing, you might warn her 10 minutes before bed time, so that she does not suddenly have to stop what she is doing. Then a 5 minute warning can be given, and finally you can sweeten the pill with a favourite bedtime story, told in bed.
